The short answer
The DEFRA service replacing paper transfer notes with a filing for every movement of waste. Receiving sites come in from 1 October 2026 and carriers from 1 October 2027.
In practice
The point of it is that both halves of a movement are recorded against each other, so what a carrier says left a yard can be checked against what a site says arrived. Paper notes never allowed that, which is how waste crime stayed cheap.
It is a filing obligation, not a piece of software you have to buy from anyone in particular. Any system that talks to the DEFRA API can do it.
