Filling it in

What a waste transfer note must include.

Both parties complete the note and both must sign it - the person handing the waste over and the person taking it. An invoice or other paperwork is acceptable instead of the form, as long as it carries all of the required information.

The Waste Duty of Care Code of Practice sets out what the written description of waste has to contain. On the standard form that means:

  • An accurate description of the waste, with its EWC code

    The classification code from the List of Wastes (also called the European Waste Catalogue). “General waste” is not a description; “mixed municipal waste, 20 03 01” is.

  • Quantity and containment

    How much waste there is, whether it is loose or in a container, and the container type - skip, bags, drum.

  • Time, date and place of transfer

    When and where the waste changed hands.

  • Both parties' names, addresses and signatures

    Transferor and transferee. Electronic signatures are fine, as long as an enforcement officer can view them.

  • The capacity each party is acting in, and their authorisation

    Producer, importer, registered waste carrier, broker or dealer - plus the matching permit or registration number. Where a broker or dealer is involved, their registration number goes on the note too.

  • The transferor's SIC code

    The 2007 Standard Industrial Classification code of the business the waste came from.

  • The waste hierarchy declaration

    A statement confirming the duty to apply the waste hierarchy under regulation 12 of the Waste (England and Wales) Regulations 2011 has been met. It is printed on the form - it still needs to be true.

A transfer note is only for non-hazardous waste - hazardous movements need the consignment note above instead. Unsure which side of the line your waste sits? Repeat collections

Season tickets and how long to keep everything.

For regular, identical collections you do not need a fresh note every time. A season ticket - often called an annual waste transfer note - is a single WTN covering a series of transfers for up to a year. The conditions: the waste type, the carrier and the waste holder must all stay the same for the life of the ticket. Several sites served by the same carrier for the same waste can be listed in a schedule to one ticket, and you should keep a record of collection times and quantities alongside it. Season tickets only exist for non-hazardous waste.

Retention is where paper systems quietly fail audits. Keep waste transfer notes for two years from the transfer, a season ticket and its schedule for two years after its last transfer, and hazardous waste consignment notes for three years (receiving sites have their own, longer rules). Landfill operators keep non-hazardous records for six years. If the Environment Agency or Natural Resources Wales asks for a copy and you cannot produce it, that is an offence in itself.

One honest caveat before you print a year's supply: paper notes are on the way out. DEFRA's digital waste tracking service replaces them - mandatory for receiving sites in England, Wales and Northern Ireland from 1 October 2026, in Scotland from 1 January 2027, and for carriers, brokers and dealers in a planned second phase from October 2027.
