What came into a site against what went out. Destroying material does not reduce what was received, because the site did receive it; the destruction is an output, not a cancellation.
In practice
Regulators use the gap between the two as a first question at a permitted site. A site that cannot account for the difference has either lost material or lost paperwork, and neither answer is comfortable.
