Whoever's activity made the waste. They carry the duty of care first, describe the waste on the transfer note, and are named on it with their SIC code.
In practice
In the WEEE rules the word means something different: there, a producer is the manufacturer or importer of the electrical goods, and their obligation is to fund the recycling.
